How do you get the effect in your pictures, where the subject is still, but the lights behind/stage lights/ are smeared (they look like neon lights)? Is it the shutter speed or something equivalent?

i personally use a slow shutter speed and tightly follow the subject while they move, but you dont want to make your shutter speed too slow or the subject will also become fucked up.
