PC nerds, got a question

My puter knowledge is limited, bare with me......
I have an old gateway Pentium 2 PC(399 mhz, 192mb ram) that I use for internet use. The hard drives(ata 100's - 7200 &5400 rpm) are hooked up via a PCI ata66 card. Would I gain anymore speed by upgrading to a ata133 pci card? Are my hard drives even running at max speed with that older card?
I just need a little more power because Surfing the net is fine until I want to also listen to music,then things gets slower(I plan on getting more ram also)

133 will give you nothing.
get more RAM if anything, but you are still going to have a slow computer. if you are running windows xp on this, you need at least 256mb.

Yes, Win Xp home. I will max out the ram(768mb).

I suggest getting it to 512mb.
if it's not too much for the extra 256mb, go ahead and bring it to 768, but a 400mhz comppy won't really utilize that extra 256mb.
