I don't see the inherency of making it illegal to cross state lines, but I'd point out that states which make irrational rules face population drain and so the situation is self-correcting. I think the pockets of states theory is interesting, but that relies on the red state/blue state analysis, which is far from consistent.[/QUOTE]
