I Was under the impression that it would be both, which is basically what most other industrialized countries do. At LEAST two required languages that is, which in the long run is great for the students. And as far as forcing english on immigrants, you can't really FORCE them to learn anything, unless your talking about in school, in which case i believe it is a requirement.
