Gaucher Student Support Services, Information Technologies Worcester State College 508-929-8913 http://it.worcester.edu Attn: All State Representatives and House Ways and Means Committee members Bill S-2028 Ought To NOT PASS “AN ACT RELATIVE TO PANDEMIC AND DISASTER PREPARATION AND RESPONSE IN THE COMMONWEALTH” Some of the dozens of Unconstitutional provisions in the bill: • Warrantless forced entry into and investigation of homes and businesses (lines 78-79, 351-398) • Prohibits lawful assembly (line 84) • Allows dispensing controlled substances i.e. drugging people against their will (lines 103-104) • Warrantless arrests / isolation / quarantine (lines 109, 120-123, 351-398, 480-482)) • Up to 6 months imprisonment, up to $1000 per day fine (lines 124-127, 170-177, 483-485) • Government control over transportation, materials, facilities, communications, carriers, public utilities, fuels, food, clothing, shelter (lines 131-136) • Destruction of any property (lines 147-154) No provisions for just compensation • Order that inoculation of any antitoxin, serum, vaccine, or other analogous product is essential (lines 168-170) May exercise authority to vaccinate / treat (401-407) • Authorization to investigate, monitor, prevent, control, destroy anything believed to be a “condition dangerous to public health” (phrase undefined, so could include firearms).
